Robert Arthur Talbot Gascoyne-Cecil, 3. Salisbury Markizi (3 Şubat 1830 - 22 Ağustos 1903), Britanyalı devlet adamıdır.

Toplam on üç yıl boyunca üç kez başbakan olarak görev yaptı. Kendisi dışişleri bakanı olarak hareket etti. "Muhteşem yalnızlık" politikasını sürdürerek, işbirliklerinden veya ittifaklardan kaçındı. Dışişleri bakanı olarak Berlin Kongresi'nde başrol oynadı.
